Radio Failure Etiquette

Scenario (and true story): At 0200 you are instructed to contact tower at 5nm for landing instructions and don’t receive a reply. Two other aircraft transmit to the tower controller without a reply. You radio the ground controller and there is no acknowledgement and you don’t see light signals.

You begin making position reports on tower frequency and land on the runway most aligned with the wind.
